The Financial Reporting Council (“FRC”) is the statutory organisation entrusted with the statutory responsibilities to conduct independent investigations into possible auditing or reporting irregularities by auditors of listed entities and to enquire into possible non-compliance with accounting requirements by listed entities.

This is an exciting time to join the FRC as the Government has introduced an amendment bill to Legco which will expand our operations significantly.

This is a very senior position in the organisation reporting to the Chief Executive Officer and his Deputy.

Roles and Responsibilities

  • Supervise investigation and complaint cases and oversee the financial statements review programme
  • Assist in the preparation of the structure and strategic planning for the future challenges to FRC
  • Work closely with the existing two Senior Directors and General Counsel to update policies and procedures manuals
  • Assist in an outreach programme to the accounting and auditing profession in respect of the legislative amendments
  • Develop a thought leadership programme to respond to international requests for comment on accounting, auditing and ethics standards
  • Assist in introducing modern, electronic filing and case management systems
  • Help introduce a compliance programme to monitor the progress of cases
  • Contribute to the development of internal resources by planning, sourcing and arranging training sessions for staff members

The candidate is expected to be a professionally qualified accountant with at least 12 years post-qualification experience.


  • A strong auditing technical background
  • Experience in managing a department, including recruitment, counseling and team building
  • Strong technical accounting knowledge
  • Experience in compliance and/or administration is an advantage
  • Excellent command of English and Chinese
  • High professional and ethical standards with a strong sense of commitment, together with interpersonal skills
