Mr Chow is the Senior Partner of Peter C Wong, Chow & Chow. He was the former Chairman of the Process Review Panel for the Securities and Futures Commission and is currently the Deputy Chairman of the Appeal Board on Public Meetings and Processions.

Prof Low is an Associate Professor in Corporate Law at The Chinese University of Hong Kong Business School. Ms Shih is the Head Group General Counsel and Company Secretary of CK Hutchison Holdings Limited at which she heads a team of over 230 legal counsels and 50 company secretarial executives in 23 countries, overseeing all legal, compliance, corporate secretarial and regulatory affairs of the group. Ms Shih is qualified to practice law in England and Wales, Hong Kong, and Victoria, Australia and is a fellow of both the Institute of Chartered Secretaries and Administrators (ICSA) and the Hong Kong Institute of Chartered Secretaries (HKICS).
Ms Shih has been the Senior Vice President, Executive Committee member and Council member of ICSA since 2014 and a Council member of HKICS since 2008, serving as its President from 2012 to 2015. She was previously a lay member of the Council of the Hong Kong Institute of Certified Public Accountants, the Standing Committee on Companies Law Reform and the Listing Committee of the Stock Exchange of Hong Kong and Clearing Limited.
Mr Tse is the Chief Executive Officer of Tradelink Electronic Commerce Ltd and an independent director of CLS Bank International and CLS Group Holdings AG. He is currently a member of the Statistics Advisory Board and the Financial Infrastructure Sub-Committee of the Exchange Fund Advisory Committee and was formerly a member of the Securities and Futures Appeals Tribunal. Dr Poon is a solicitor. He was formerly the deputy chairman of Esprit Holdings Limited until July 2008. Dr Poon served as a lay member of the council of the Hong Kong Institute of Certified Public Accountants from December 2005 to December 2011 during which he was also the chairman of Professional Qualifications Accountability Board (2009-2011) and the chairman of Governance Review Task Force in 2011. He was a member of the Standing Committee on Company Law Reform (2003-2009) and the Board of Review (Inland Revenue Ordinance) (2004-2010). He was also formerly a non-executive director of the Mandatory Provident Fund Schemes Authority (2011-2017).
The PRP was established on 1 November 2008 to review cases handled by the FRC with a view to ensuring that the FRC deals with individual cases in a fair and consistent manner, and actions taken and decisions made adhere to internal procedures and guidelines. The establishment of and appointment to the PRP were approved by the Chief Executive of the HKSAR.
