With the commencement of the Financial Reporting Council (Amendment) Ordinance ​ on 1st October 2019, the FRC has ​become the independent listed entity auditor regulator for Hong Kong with the direct powers of inspection, investigation and discipline concerning auditors of listed entities and oversight of the performance of the Hong Kong Institute of Certified Public Accountants in respect of their functions for registration, standards on professional ethics and auditing and assurance; and continuing professional developme​nt requirements in relation to PIE auditors. The FRC is committed to achieving its mission of upholding the quality of financial reporting of listed entities in Hong Kong.

Legal and Compliance Internal Control Expert (1-year contract)​

The Legal and Compliance Internal Control Expert will conduct a review of our existing controls and develop a legal and compliance internal control system for the FRC.

 

Responsibilities

 

  • Identify risk of non-compliance with laws, regulations and ethical requirements across the organisation

 

  • Review the design effectiveness of existing policies and procedures (controls) related to such risks

 

  • Develop the internal control system for compliance with laws, regulations and ethical requirements across all operations of the FRC with the objective to prevent, or detect and remedy within a reasonable time, violations of relevant laws, regulations, and ethical requirements

     
  • Design appropriate policies and procedures and the related resources and processes to implement them across the organisation

 

  • Develop implementation and monitoring plans, including training programmes, methodologies for monitoring compliance and identifying potential areas for improvement, and periodic reviews or audits

 

  • Coordinate with all departments and maintain communication channels with key internal stakeholders

 

Requirements

 

  • A bachelor's degree in Accounting, Finance, Business Administration or relevant field

 

  • Qualification as a Certified Internal Auditor or equivalent is an advantage

 

  • At least 15 years of experience in internal audit. Experience in a regulatory environment is an advantage

     
  • Good knowledge of legal and regulatory requirements and procedures

     
  • Excellent command of spoken and written English and Chinese

     
  • Excellent communication and interpersonal skills

     
  • Analytical mind with strong organisational skills

     
  • Ability to work independently, and to manage and prioritise work

Legal Research Administrator – Discipline (1 year contract)​

Responsibilities

  • Carry out legal research in various jurisdictions, such as Hong Kong, UK, US, etc.;
  • Provide summary and analysis on legal research;
  • Assist in building and managing knowledge management system, know-how and other databases;
  • Assist in maintaining various templates and other knowledge materials;
  • Perform other duties as assigned.

 

Requirements

  • Graduate in Law (LLB) or law graduates with completion of PCLL;
  • Good academic background (Upper Second Class or Above);
  • Double Degree/Minor in Accounting will be an advantage;
  • Experience in working as a legal clerk or paralegal to conduct legal research for fee earners will be an advantage;
  • Good legal research and analytical skill to identify key legal issues/arguments;
  • Able to handle legal research projects independently with good drafting capabilities;
  • Excellent command of English and Chinese;
  • Strong communication skill and work well with the team;
  • Mature and adaptable team player with a "can-do" attitude, self-motivated and committed to work hard;
  • Consistently produces quality work and pays close attention to detail;
  • Able to handle multiple tasks while maintaining quality and ensures that deadlines are met;
  • Keen to learn and demonstrate enthusiasm, dedication and the ability to take ownership of work.

Associate Director – Oversight, Policy and Governance​

Responsibilities

  • Assist in conducting research and developing publications and guidance for promoting quality of financial reporting, auditing, professional ethics and corporate governance;
  • Assist in organising interviews, forums and conferences for stakeholder engagement, and recording outcomes of those events;
  • Participate in roundtable discussions and other events with investors, companies and other stakeholders;
  • Review the recognition and renewal applications for overseas auditors and prepare assessment reports;
  • Assist in performing oversight activities on the HKICPA's performance of functions specified in the Financial Reporting Council Ordinance;
  • Perform other duties as assigned.

 

Requirements

  • Bachelor's degree in Accounting, Finance or a related discipline;
  • Certified public accountant with at least 6 years of post-qualification experience gained in an accounting professional practice, a professional accountancy body or a regulatory body;
  • Experience in audit quality related policies and procedures a plus;
  • Excellent command of written and spoken English and Chinese, able to articulate topics and issues to a broad range of stakeholders within or outside the organisation;
  • Strong organisational and project management skills, and ability to prioritise work effectively;
  • Proactive, with a strong sense of responsibility, detail-minded, strong analytical skills, able to work independently and handle multiple tasks, task and deadline-oriented, capable of self-directed learning;
  • Ability to work constructively with colleagues across the organisation;
  • Strong interpersonal and communication skills.
